...is the basic english sentence. The addition of "Had it not been for 9/11" does not change the basic sentence. Not unless it was intended to confuse. IMHO, it says Bush would have started war anyhow. The addition does include OR exclude 9/11 being part of the scenario. So, you can interpret it either way.
